I've seen this error once before. I sent it to the ISP people and they said that they were restarting the database server at that time. I hope we are not going to see this error frequently.

If you see the old CP page, it's probably coming form you ISP's or local cache. Refreshing the page should bring you to the new CP. It could be domain switching, as Stujoe mentioned. That's fixed now. It could also be cookie restrictions in your browser. What browser do you use? In Firefox check Tools->Options->Privacy->Cookies. Make sure that "Allow sites to set cookies" is checked.

I updated permissions to allow members to edit topic titles and descriptions of their own posts. This board was configured with too many restrictions, we'll loosen it up as we go along.

You should be able to change your own title after 100 posts. I'm now sure where though, since I don't have 100 posts. Could you check your profile page Tiff and tell me if it's there? All veteran memebrs can PM me to have your titles changed anytime.
