That is because Finns are "do-it-yourself:ers"; not too keen on monarchs and emperors -too much trouble from them and never much positive in return. Nor are Finns infatuated with their dead politicians. Consequently, no busts. After declaring independence, some considered having Finland become a monarchy, and even had a German prince in the waiting, but that idea fell through.
