Did the bakery issue them and you could only get their bread if you had their token? Adaptation for change shortage? I don't understand the usage of them. I only have one of these myself, a Ville de Besançon 10 centime piece from 1917, but it's been a favorite ever since I got it -- it's just so beautifully sculpted. Was it a partial (or full) payment by tokens to workmen their salary, or, they were needed to buy the items, first, and then make payments using the tokens?
