Whats the chances of the planchet being misstruck and then put back in there for the correct strike?

That would explain the marks

 

The details (letters) would be raised in that case, and not incuse.

 

My first thought is that the coin after being minted was struck on the edge with another coin (e.g. post mint damage) but the orientation of the letters would be the other way around.

yes your are right ccg a coin dealer told me that it looks like double struck brok.but he is still scratching his head on how it would happen..its probably pmd i will treat it like that until i find out otherwise,,but its neat and i like a lot..
