Both. It was a common intro type thing at coin shows as well. I have a presidential set on BU Memorial Cents somewhere that I got at FUN back in 79 or 80 - I don't remember which year. I find a JFK counterstamped cent in just about every other box. This one hasn't circulated much, as you can tell by the photo, or people would have pulled it out.
