I have to say it's really odd (to me) that you're seeing these on proof coins. Proof coins use cleaner, crisper dies that wouldn't have these problems. But there's always the possibility that you are seeing an older die before it's replaced with a newer one.

I'm no expert, but the first looks like it could be a partially filled die (but that would be very surprising on a proof strike!). The second looks like an older die where the details are fading. Again, that shouldn't be as much of an issue on a proof coin.
