Seems like a mint medal product from the Moscow mint, to commemorate the 850th anniversary of the birth of Moscow.
Funny how the reverse reminds me of the 1991 commemorative 3 rubles as well as the monument itself is not a real Russian monument, as it was modelled after the monument in Germany (
I don't remember what it was called) The design IS pretty, but the price ISN'T pretty.
