Let me remind you that Krause is not the best reference when it comes to specialized areas. While Krause is good for most common circulating coins, it is terrible when it comes to commemorative pieces.
You should get a numismatic book that specializes only in Cuban coins, or it is unlikely that you will be able to find any infomation at all.

Krause also has a book, "Unusual World Coins" or something like that, that MIGHT have it listed.

Actually I don't think that is a coin it's an Art bar. Possible like the Silver rounds put out by the mint.

IIRC, these were made at the Havana Mint as 'legal tender' for the amount stated on the item. However, it is obviously NCLT [Non-Circulating Legal Tender] meant for sale to collectors at a premium over intrinsic [bullion] value.
As far as 'not being in Krause,' these were probably reported in some issue of World Coin News for that publication has an extensive update showing new issues every month. For the collector of world numisma, WCN is a 'must have' in order to have current information. OBTW, WCN is a Krause publication. Actually, now Krause Publications is owned by another organization but it is still referred to as if Chet Krause still owned it.
My problem is that I can't make myself throw the back issues away!! Only on the most severe pressure from the various 'significant others' in my life have I disposed of them... much to my present regret.
