Is this a commemorative or token or what ?

It looks like a coronation medal of some sort.

Conoration medal that was given to all school children at the time. Simular (schoolchildren medals) were issued in 1927 (1 inch, 60th ann. of confederation), 1939 (Royal Visit), 1967 (also large size, brass, 100th ann. of confederation) and 1977 (large, aluminium, QEII 25th ann. reign)
