I think the 1806 (the one with the eagle) is one of the original patterns while the 1807 is a novodel (restrike). I don't know if the restrike is made from new or original dies because I don't know the diagnostics for Alexander I pattern portrait rubles. If the 1807 restrike is from original dies, then it is presumably distinguished by the edge.
