Anyone have a guess as to whether this is a common occurance for the coin and year in question?

Such slightly rotated dies are fairly common, I think. Don't collect such errors so I cannot tell whether this one would be much sought after. This page for example http://www.astrodoc.net/muenze/s.htm lists a 35 degree rotation only while yours is 330° or so ...
