This design was used on the Dutch 5 cent coins ("stuiver") from 1913 - 1940. It's composition is copper-nickel 75% - 25%).
The coin is designed by J.C. Wienecke. It shows the branche of an orange tree
The remarkable thing about this coin is that it's struck by the Koninklijke Nederlande Munt (Royal Dutch Mint), but that it does not have the mint mark of the mint.
The text on the obverse says: "Koninkrijk der Nederlanden" (kingdom of the Netherlands)
The same design is also used in Curaçao, in 1948, with the text "Munt van Curaçao" (coin of Curaçao)
The same design is also used in the Netherlands Antilles, from 1957 - 1970, with the text "Nederlandse Antillen" on the obverse (see image above)
And a similar design was also used for the Netherlands Antilles 50 cents coin from 1989-2003, but larger in size and a different composition, steel with a golden glow:
