"Liberties" are privately made silver tokens.
Right-wing groups try to pass them as "money" in the Buffalo New York area.
Somebody got arrested for trying to pay for beer at a hockey game.
"The vendors said these people were trying to make them accept these silver coins, and getting very pushy about it."

Nothing at all illegal about them as long as the person using them does not claim that they are government issue. I see no reason at all why they were arrested.
