This coin belongs to someone else. I'm asking for opinions so that I may relay them to the owner, who says that the coin belonged to his Dad, who found it in change. Both designs are incused and reversed.

Incuse and reversed means that someone put the coin in a vise with another coin on either side to make the impression. It called a squeeze job. Looking at the rims, they also used a file or a grinder on it.
