Mintmark: BSIS - Siscia, second workshop

Obv legend looks like DN VALENTII-??V?????

I'm leaning towards Valentinian II:

1. The only catalogued Valentinian III "VICTOR-IA AVGGG" are Rome mint issues
2. Siscia struck "VICTOR-IA AVGGG" types for Valentinian II, Arcadius, and Theodosius I.
