That article brought up an interesting question, is it illegal for a US citizen to counterfeit a foreign currency within the US? That would seem like a crime domestic officials might not be concerned with outside of treaties that require mutual cooperation on counterfeiting (and maybe why so many counterfeit US obsolete coins come out of some countries!).

Don't know about US law. German law explicitly includes foreign currency (§152 StGB) when dealing with counterfeiting ...
