i don't follow the logic. if they went euro not only would hell freeze over but there'd be a whole new set of coins and designs anyway .. what precludes the government from changing the designs before any presumed euro flag day?

Nothing. Well, nobody expects the UK to join Euroland anyway, but it would technically not be a problem to redesign the reverses now, and change (some of) them again for other reasons. A design change next year would, for example, not make another design change impossible, say, when/if Charles becomes king.
