The guy on the horse is the Lone Ranger, the horse is Silver, and his best friend is Tonto. The statue is located in the Duomo in Milan.

The statue is by Gian Lorenzo Bernini who is also on the obverse of the banknote... it is of Constantine (Roman emperor) and is located in Scala Regia, Vatican Palace, Rome.

Constantine is the person on the horse but I believe it is located in St Peters Basilica
