I think that it goes back to Original Packaging. If you go on e-bay you can find all kinds of envelopes and boxes from proof and mint sets that seel remarkably well. So maybe someone has a set without the packaging.

I would wager that there are many folks who would disagree. While some mints package their coins in felt-lined boxes, hard plastic casings, with stamps and cards, etc or just a plastic bag with text, there are many collectors who want the original packaging, no matter how simple looking.
