In my opinion that's not a true proof coin. Though it's hard to tell from the pic but I'd say it is prooflike or just a good UNC.

Still a nice coin.

Most definately prooflike. I am pretty sure this was done by a scanner, so all the proof mirror like surfaces get deflected. So... you will never know if it is indeed a proof one.
