It's definately a coin from Zanzibar, or better known as Tanzania. Not too sure what the history of Zanzibar was like in the past, might have been a colony of an Empire.

At the time this coin was issued Zanzibar was an independent sultanate. Shortly afterwards the British came in, and waged a 38 minute war to take over the place, they bombarded the Sultan's palace with shells from a cruiser, and only stopped when they saw that the Sultan was going to submit. This war has the distinction of being the likely shortest war ever waged. Zanzibar was merged with the former German, then British colony of Tanganyika in 1962-1963, the two changed the name of the new country to Tanzania. Despite many differences, religion, ethnic makeup etc. the country stays fairly unified, a rare example of a country merger that worked in the long term and did not fracture into two countries later on.
