It looks like harshly cleaned VF to me. The pictures are small and very poor, but even so, you can see that there is very much wear on the hair and on high points of the reverse such as the crowns and emblems within the eagle design. Besides, the coin has some obvious rim dings visible from the reverse.

Agree, there is no way this coin is AU. It looks like harshly cleaned VF to me as well.
