With Victoria on the obverse and Britannia on the reverse it has to be from the UK, not Bavaria.
I can't read the legend on the obverse, but I'm pretty sure you have a toy coin used in a 19th Century children's game.

Spiel marke means play money...pretend world coins made by a German company.
Here is a Spiel marke (says it on the reverse) of Napoleon III. Not sure of the maker, probably one of the German Nuremberg (Bavaria) Jeton makers who started making these toy coins as the Jeton stopped being minted and used.

Many European countries made toy money of British coins in the 19th and early 20th Centuries, this looks to be one, but I can't tell you which company.

yeah, certainly not from the UK...cant place the company but I bet the guy was right when he placed it as having been minted in Bavaria, mainly Nuremberg where there were quite a few companies who minted Jetons and Toy money.
