Always wondering how to definetely distingish High / Low reliefs of the 1859 Commemorative Roubles.

Existance of these two types is mentioned in many books but I could not find any firm detail.
I'm attaching a couple of scans from my collection to start the discussion.

Both are low relief coins.

Sorry, but I have no idea on this variety . Most likely, this is a recent "invention" .
