I was under the impression that the grading service name could not be in the title
unless the slab (including the coin) was shown. Is this a “body bag” reject?

Are those plastic slips even sealed? if not who knows if the coin in the picture is the one mentioned on the slip of paper?

It's just a new wave. Spend $25 to send the "coin" to NGC, get it back rejected because of cleaning, damage, hole or something else and sell it as GENUINE. People, who buys these, thinks they gonna make a big profit in future. They do not understand one simple thing. This sticker is not a guarantee of authenticity.

Ahhh, one last thing:
"This item is not covered by buyer protection on eBay", which means it is going to be pain in the ass to get your money back:)
