I got this coin almost 15 years ago in Moscow (Russia). The dealer did not know what it was, maybe Bukhara? It has 2 characters that look European. Either latin 'v' 'h' or cyrillic 'ч' 'л'. The coin is still a mystery to me. Let me know if you have any theories.
