A good question - I actually have no idea. At first I thought it looked like a batch of hair but that made no sense

I think it is a ceremonial fly swat, honestly I am not joking, here is a link to something similar

I agree - and the reason that it looks like a bunch of hair, is that it is hair. Likely made to resemble tails of cattle that swat at the flies. Makes sense to me, anyway.
