I think it has probably been cleaned and whizzed, and the photo is also overexposed. At any rate, there are way too many marks in the fields to make me think this is "uncirculated"...

I'm not too sure - it's definately bad photography there. It might have started out as a proof or proof-like and then bad handling.

Looks like polished XF to me, for some reason there are a lot of polished roubles of this type, I have one myself and sure can produce the same kind of picture with that.
