This type often has an uneven strike.
For example, here is a scan of a catalog illustration of a high grade and unusually well struck example. Notice the striking weakness in the legends.

I'm not so sure that the coin is in as low a grade as it appears at first glance. I think it might be just a weak, uneven strike, but it's hard to know for sure without seeing it in hand.
This type usually has weak strike. Only couple details has my attention in the word “Rouble” letters “R” and ”L”.I fink it the best way ask the seller for better image and review if the letter was engrave ,but I can be wrong .
