I remember the seller was offering it for sale with Buy it now price. Just do not remember the price but it was quite high. Nice coin. I would like to buy it but I think the price will be too high for me.

This is not a specimen. In this case "SP" simply means Sankt Petersburg (mint).

I dont see why people spend such big money for ordinary coins even if they are in the best condition.

It's a proof coin. Such coins were always struck in relatively small quantities with specially prepared dies and planchets. That's why it's not ordinary (i.e., business strikes are ordinary).
