Any clues as to where these stamps may have originated?

Found this in a roll.

These were popular a while back. You'd get a set of cents counterstampd with each state or the presidents or such.

Were they able to be ordered from a catalog or were the counterstamps sold in stores (kind of like the JFK and 4 leaf clovers still found today)?

Both. It was a common intro type thing at coin shows as well. I have a presidential set on BU Memorial Cents somewhere that I got at FUN back in 79 or 80 - I don't remember which year.

Neat. Thanks for the info.

I put it in a 2x2 just because it's pretty cool. I find a JFK counterstamped cent in just about every other box. This one hasn't circulated much, as you can tell by the photo, or people would have pulled it out.
