On the third "page", click the Nueva moneda de Bs. 1.000 link to learn more about the new coin. Interesting, by the way, that the piece is "old", sort of: It is dated 2005 (not 2006) and shows the old coat of arms, not the new/modified one introduced about half a year ago.
