If it weren't for the suspicious leaves on the left, I would think it could be a filled die coin. But with the fakey looking leaves, I think it is a fakey.
It does not look right but perhaps this is a test piece for someone practicing his re-engraving skills. The leaves are too detailed on the left side of the reverse when compared to the quality of strike in other areas.
