As I mentioned, I am new to collecting sorta and am planning to send a couple coins off from grading soon.

I have a couple of proof eagles with no COA. It has the original packaging, just missing the COA. Does that matter much since I am grading them anyway?

It only matters if for some reason you wanted to keep them. Once you go with the slabbing, the mint coa and packaging becomes sort of unneeded, IMHO.
