These were experimental runs of notes printed on series 1988A, 1993, and 1995 that used a different printing process (called the web-fed process, hence the name). They can be identified by the plate number at right being just above the lower district number without a plate position letter, as in your case. They're not particularly rare, but it depends on the block. A-E is a fairly common block. It does have a premium but not a whole lot.
