Play coin? Fake?

HI, what do you think about this coin?

 

It's a copy of 1 penny 1971, first year after decimalization.

 

I'm not sure if it's a token (maybe a play coin) or a fake. It isn't surely well minted, but maybe people was not so expertised with ney pennies at that time

 

Weight: about 1.6 grams, instead of 3.56

Diameter: about 19.4 mm, instead of 20.32

Thickness: about 1.2 mm, instead of about 1.6

The two faces seem to have been separately minted and badly assembled.

metal looks like brass.

Portrait is quite ugly and there's non value at all!

if it's not a counterfeit, I don't really know what it could be, anyway. Maybe any kind of propagandistic token, to sponor the new currency (something similar was made with Euro during the 90's)? But... so badly minted and with no value at all?
